GAITHERSBURG, MD: On October 10, 2025, Congressman Tim Moore (R-NC-14 )
introduced the No Budget, No Pay Act (H.R. 5738), which prohibits Members of
Congress from receiving pay during a fiscal year until both chambers of Congress
have approved the budget resolution and passed all regular appropriation bills for
that year. During this period, retroactive pay is prohibited, and the measure will
take effect on September 29, 2027, if enacted.
Chris Burnett, candidate for U.S. House of Representatives in Maryland's 6th
Congressional District says: “No CR means no pay for Congress. Additionally,
stock trading should be prohibited for all Members of Congress.”
Chris Burnett is a retired Marine Corps officer and national security lawyer
running for Congress in Maryland’s 6th Congressional District.
