GAITHERSBURG, MD: On Tuesday, September 30, 2025, the eve of the government shutdown, Congressman Ralph Norman (R-SC-5) reintroduced a constitutional amendment that would prevent Members of Congress from receiving any compensation during a government shutdown. For many years, Congress has repeatedly failed to pass its appropriations bills by the September 30 deadline, resulting in multiple shutdowns. Ironically, while government employees and essential employees go unpaid during shutdowns, Members of Congress continue to get compensated. This amendment would force federal lawmakers to forfeit their pay during a shutdown and not receive it retroactively.
